Twylla Dillion

Dr. Twylla Dillion is a dedicated leader in maternal-child health and nonprofit management. With expertise in philanthropy, Medicaid reform, data analytics, and academia, she serves as the President and CEO of HealthConnect One.
Dr. Dillion's impact on maternal-child health is significant. At HealthConnect One, she has implemented community-based doula programs, breastfeeding peer counselor initiatives, and perinatal community health worker projects, improving the lives of numerous individuals and families. Her initiatives have also advanced our understanding of maternal-child health challenges.
In addition to her executive role, Dr. Dillion serves on the New York State Maternal Mortality Review Board, actively analyzing cases to drive better outcomes. Her research on maternal personality and breastfeeding has yielded valuable insights. As a research lead on a project addressing Black maternal mortality/morbidity, she collaborated directly with Black mothers to develop effective strategies.
As a Black woman leader, Dr. Dillion is committed to promoting diversity and inclusion in the nonprofit sector. She forges partnerships with Black, Latinx, and Indigenous communities, recognizing the importance of representation. Dr. Dillion holds a Ph.D. in Health Services Research, Policy, and Outcomes from the University of Rochester School of Medicine and Dentistry, complemented by an MBA from St. John Fisher College.
