Kate Honsberger
Director, NORC at the University of Chicago
Kate Honsberger, Director in the Health Care Strategy department at NORC at the University of Chicago, is an expert in policy analysis and access to care issues with a particular focus on Medicaid and vulnerable populations. At NORC she leads strategic projects, original research, literature reviews, and analyses on health care policy and related topics.
She conducts quantitative and qualitative projects for a diverse set of health care clients, including foundations, associations, and government entities. Prior to joining NORC in August 2022, Honsberger worked at the National Academy for State Health Policy (NASHP) where she led a portfolio of work on children and children with complex health care needs with a focus on access and quality of care in Medicaid including: providing technical assistance to states, overseeing and conducting 50-state policy analyses, drafting issue briefs on leading practices, and facilitating learning collaboratives of state officials.
Honsberger previously worked for Virginia’s Medicaid program where she led a Robert Wood Johnson Foundation-funded effort to improve enrollment and retention of children and pregnant women in Medicaid and CHIP. Honsberger also worked at the Virginia Health Care Foundation where she oversaw a state-wide Medicaid outreach and enrollment program during implementation of the Affordable Care Act and was a special assistant in the office of Governor Tim Kaine.
