Carolyn Ingram
Commissioner, Medicaid and CHIP Payment and Access Commission (MACPAC)
Carolyn Ingram, MBA, is a Senior Vice President and Plan President at Molina Healthcare, Inc. – a Fortune 500 company that provides managed health care services under the Medicaid and Medicare programs, as well as through state insurance marketplaces. She serves as Plan President for Molina Healthcare of New Mexico and is responsible for managing the New Mexico market. Ingram is also serving a three-year term as a Commissioner on the Medicaid and CHIP Payment and Access Commission (MACPAC), a non-partisan agency that advises and makes recommendations to Congress, the Secretary of the U.S. Department of Health and Human Services, and individual states.
Previously, Ingram served as Director of the New Mexico Medicaid program, where she was responsible for leading Medicaid and the state’s Children's Health Insurance Program (CHIP), as well as launching the state's first managed Long-Term Services and Supports (LTSS) program. She has also held positions including Vice Chair of the National Association of Medicaid Directors and Chair of the New Mexico Medical Insurance Pool. Ingram earned her bachelor's degree from the University of Puget Sound and her MBA from New Mexico State University.
