Joyce Chan Russell
Senior Vice President, Government Markets, Priority Health
Joyce Chan Russell is the senior vice president of government markets at Priority Health, a 1.3M member provider-sponsored health plan based in Michigan. She oversees Priority Health’s Medicare Advantage, Medicaid, and Individual businesses as well as Population Health and Health Equity.
Her responsibilities include driving bold growth, managing profit and loss, partnering with industry and government stakeholders, and delivering on quality and operational goals – all in alignment with Priority Health’s overarching effort to transform healthcare. Prior to joining Priority Health, Joyce held senior leadership roles at Healthfirst, a regional health plan based in New York City, and she served as a management consultant in the healthcare, banking, and media industries.
Joyce holds undergraduate degrees in engineering and liberal arts from The University of Texas at Austin, an MBA from The University of Michigan Ross School of Business, and is on the boards of the Michigan Chamber of Commerce, the YMCA of Greater Grand Rapids, and Junior Achievement of the Michigan Great Lakes. In her free time, Joyce enjoys cultural travel, leisurely downhill skiing, and spending time with her family.
