Andréa E. Caballero, MPA
Program Director, Catalyst for Payment Reform
Andréa E. Caballero is the Program Director and interim Co-Executive Director for Catalyst for Payment Reform, an independent, non-profit corporation working to catalyze employers, public purchasers and others to implement strategies that produce higher-value health care and improve the functioning of the health care marketplace. Andréa has over two decades of experience in non-profit programs, strategic planning, operations, and policy in the health care industry.
As interim Co-Executive Director, Andréa is responsible for the execution of CPR’s strategic vision to help CPR members and purchasers push for higher value health care. Day-to-day, Andréa manages CPR’s operations and staff, conducts grant and business development, supports CPR members, and participates in CPR Board activities. As CPR’s program director, Andréa has a broad research portfolio and specializes in measuring the amount of payment reform at the state and national level, performing qualitative and quantitative assessments of local markets, and identifying public policy issues that put downward pressure on commercial health care prices. Additional skills include measuring different dimensions of consumer empowerment in health care, understanding aggregated purchasing efforts, and developing requests for information (RFI) and model contract language for purchasers as they procure health care services. Andréa joined CPR after spending 15+ years working on state and federal public policy issues for large, national health plans. Her last position was as Vice President for Enterprise & Health Services Policy for UnitedHealth Group.
In addition to her duties at CPR, Andréa currently serves on the Board of Directors for the Community Hospital of Long Beach Foundation. Andréa received her MPA from Brandman University and Bachelor of Arts degrees from Ripon College. Andréa is a certified professional mediator through The Scheinman Institute on Conflict Resolution at the ILR School at Cornell University and is a member of the Southern California Mediation Association.
